The city of Philadelphia is asking people to refrain from swimming in dumpsters after a block party rented trash bin and turned it into a makeshift swimming pool over the weekend. Online news site Billy Penn first reported that a group of people rented a dumpster, filled it with water from a fire hydrant, and created their own pool.
